multi processors

We have some linux systems with dual processors.
After the upgrade to 5.2.1, a user is complaining that they
appear to be using only one processor. (Unfortunately, I did
not do the initial setup of these machines and so have no notes.)
How do I check that both processors will be used?
Should I be changing something in the kernel???
