I have seem this happen on some of our old Micron P90 systems.

Eventually they will boot, if your perform a magic incantation involving
a combination of unplugging the ethernet cable and/or turning off the
power for several hours. Sometimes they need to rest overnight.

Sometimes just persistent reboot attempts will succeed.

I suspect that the cheap hard disks have 'stiction' problems.
